Configuration for the supply-chain trust signal (spec 037, issue #543).

Controls whether hover attempts a deps.dev OpenSSF Scorecard / SLSA provenance lookup for the hovered dependency. This is the first feature to send package names to a third party that is not the package’s own registry, so it gets an off switch like every other opt-out-able signal in this server (diagnostics.vulnerabilities_enabled), rather than requiring a user on a locked-down network to go fully offline.
